IMPACT ASSESSMENT: AN INTERNATIONAL PERSPECTIVE (2010)
The central theme of the Annual Conference of the Flemish Evaluation Association was on ex ante evaluation of policies and regulations also known as 'impact assessment'. Cesar Cordova gave the key note and together with other participants tried to deal with key IA questions such as what are trends in the practice of ex ante evaluation of policies and regulations? What experience has been gained with the application and what are the effects? ART OR SCIENCE? MEASURING THE IMPACT OF BUSINESS ENVIRONMENT REFORMS AT THE SUBNATIONAL LEVEL (MAY 2009)
This SmartLesson written with Margo Thomas of the IFC shares the experience of adapting the Standard Cost Model (SCM) to review regulations and measure impact in supporting BEE reforms at the sub-national level in Bosnia and Herzegovina, Montenegro, and Serbia. The IFC reforms supported by Dr. Cordova adapted a relatively sophisticated tool, and applied it to support BEE reforms.

EVALUATING THE IMPACT OF REGULATIONS AND REGULATORY POLICIES ON THE PRIVATE SECTOR (2007)
Governments often have difficulty in determining if initiatives to reduce the regulatory burden on firms have been effective. Cesar Cordova presented this paper at a FIAS, IDRC and CIES workshop in Lima on in May 2007 (see http://cies.org.pe/business-facilitation). It reviews: 1) various methods for evaluating the impact of regulation on firms, and 2) mechanisms for evaluating government regulatory reform initiatives.

RIA is evolving quickly as it is mainstreamed into policy processes around the world. In this report, Scott Jacobs examines current trends in the process and methods of RIA by the top RIA performers in the world. The contribution of this report is that it assesses the most recent trends (2002-2006) in many of the most advanced countries, and identifies lessons for governments who wish to be at the forefront of good regulatory practices.

RIA AS A TOOL TO IMPROVE THE REGULATORY ENVIRONMENT, AND ITS APPLICATION TO BANGLADESH (2004)
Regulatory Impact Analysis is an important tool linking high quality regulation, good governance, and economic development. In this paper delivered at conference in Dhaka in December 2004, Cesar Cordova discusses the main components of RIA, how countries like Bangladesh can adapt and apply RIA, and how RIA can be embedded into a coherent regulatory reform policy enhancing business participation and FDI into Economic Free Zones.

REGULATORY MANAGEMENT AND ADMINISTRATIVE SIMPLIFICATION IN BELGIUM AND FLANDERS (2004)
Cesar Cordova-Novion and Scott Jacobs prepared this report for the governments of Belgium and Flanders. The paper assesses the efforts of the Federal government to fight against trends of declining relative quality by simplifying regulation and administrative procedures. It analyses Flanders' attempts to build capacities for regulatory quality. A key aspect of good economic governance -- public management across levels of governments -- is discussed. The paper recommends further steps for both Belgium and Flanders.
