CASE STUDY: PUBLIC CONSULTATION IN THE RULEMAKING PROCESS IN MEXICO (2009)
Cesar Cordova and Jorge Velazquez prepared a case study on Regulatory Consultation in Mexico for the Asian Pacific Economic Cooperation’s (APEC) work on transparency. The case study, prepared as material for an official communication, was presented at the October 2009 APEC conference on how select APEC economies address the issue of public participation rights, with a focus placed on notice and comment provisions. The case study aimed to help build knowledge and understanding on public consultation rights as they pertain to regulatory reform (or rulemaking) within the Mexican economy.

THE DANISH BUSINESS TEST PANEL: A GOOD CONSULTATION PRACTICE (2007)
Involving stakeholders in improving government regulation is at the core of modern regulatory practice. As part of the Jacobs and Associates' work on improving consultation practices, Cesar Cordova and Peter Bay Kirkegaard examined the use of the business test panel in Denmark, and find that panels are “a very cost effective way” to consult stakeholders.
