Recent Projects Awards

  • Syria Business Environment Simplification Programme (BESP)BESP was awarded to a consortium in which Jacobs and Associates is partnered with Eurecna. BESP will contribute to the Syrian economic reform program through the improvement and simplification of the business environment to converge with European good practices. In January 2010, the Economic Committee of the Cabinet gave the go ahead to new Regulatory Reform initiative in Syria, the Regulatory Guillotine. (European Commission, 2009-2011).
  • New Approaches in Telecommunication Policy III In September 2009, the NATP-3 project was awarded by the European Commission to a consortium of Regulaid and Jacobs and Associates.  This contract will support and further improve the mutually beneficial Information Society cooperation between Europe and the Mediterranean Partner Countries, building on the achievements of NATP II and other Regional initiatives and consequently to facilitate the creation of a harmonized and investment friendly environment in the electronic communications sector. (European Commission 2009-2010)

  • OECD Regulatory Oversight.  For this project to be finalized in Spring 2010, OECD asked Jacobs and Associates to prepare an analytical paper on how OECD countries have approached the challenges of ensuring the quality of regulation through institutional and organizational settings. The overall aim is to identify different approaches across OECD countries and examine critical success factors including the different role and functions of Regulatory Oversight Bodies (RQBs); their budgetary allocations; staffing; communication strategies; and the interplay with the political administration.  (OECD 2009-2010)

  • 2nd Regional Training on Ex-ante Policy Impact Assessment.  Jacobs and Associates was awarded the contract to design and deliver this Policy Impact Assessment training which will have a special focus on social inclusion issues and vulnerability patterns.  (UNDP 2009)

  • Supporting Regulatory Reform Program in Albania.  This high-level project was awarded to Jacobs and Associates to assist the Prime Minister of Albania to assess the results of Albania’s business environment reforms and to map out the policy options for the next government.  (METE 2009)

  • Second Annual Review of the Regulatory & Investment Systems for Enterprise Growth in Bangladesh (RISE) project  Jacobs and Associates was awarded the contract to conduct the ‘conditionality related’ Second Annual Review RISE project.  RISE is a 20 million pounds five years long project to (1) streamlining regulation; (2) enhancing Government of Bangladesh capacity to support growth, and (3) raising growth benefits through developing zones and parks, and improving labor and environmental standards within zones.  The review will identify key lessons and risks that emerge during the implementation and assess the likelihood of the project achieving its outputs and purpose in particular in the light of improving the country ranking in terms of Doing Business indicators.  (DFID Bangladesh 2009)

  • Ontario Regulatory Reform.  The province of Ontario, asked Jacobs and Associates to assess the main components of the Open for Business program, and provide snapshots of 15 "good practice” reforms from other OECD countries that might be useful in designing and implementing an effective business-oriented program of regulatory reform.  (2009)

  • Vietnam Competitiveness Initiative: Phase Two Jacobs and Associates, partnering with DAI, is assisting Vietnam to implement the world’s largest regulatory guillotine project –Project 30 – which is a three-year initiative to simplify 20,000 to 30,000 administrative procedures to ensure consistency, simplicity, and transparency; and to fight corruption.  We are also helping to build Vietnam’s RIA system.  VNCI II is working with the Vietnamese government to address issues that hinder the country's business environment.  (USAID  2008-2013)

  • Jordan Master’s Degree in Regulation: Jacobs and Associates partnering with the College of Europe, was awarded the contract to support development in the University of Amman (Jordan) of a master's degree program in regulatory reform and privatization in infrastructure. (European Commission 2008-2009)

  • RIA in Bulgaria: The Council of Ministers of Bulgaria asked Jacobs and Associates, partnering with IME in Sofia, to assist the Government in mainstreaming impact analysis (IA) into domestic policy processes at national and local levels. We have trained hundreds of civil servants and stakeholders and carried out a range of RIA research. (Bulgaria 2009)

  • Bhutan RIA: The Asian Development Bank awarded Jacobs and Associates the project to support the Bhutan Government and the Ministry of Trade and Industry (MTI) to build a sustainable framework and implementation capacities for Regulatory Impact Assessment (RIA) in domestic policy processes. (ADB 2008-2010)
