e*RIA is built on a paperless process for drafting, review, publication and approval of regulations. This process was developed by Jacobs and Associates and The Ergo Group based on concrete experiences and OECD best practices, and can be modified to suit the specific needs and requirements of your government.
The process works through e*RIA wizard: prompts and questions that guide regulators through the quantitative and qualitative issues they should consider. Questions are tailored to suit the specifics of your government. e*RIA spans the intra-governmental divide: it offers a portal for regulators with personalized secure “inboxes” in which they can collaboratively draft, review, and submit regulatory projects and RIAs. It also offers a portal through which your central oversight or management body can track, receive, review, and publish regulatory proposals and RIAs.

e-RIA incorporates best practices in RIA development.
e*RIA is customized and adapted to the language and administrative procedures of your government. It can be further adapted and retooled as your government adopts new practices such as public consultation or on-line registries of regulations.
e*RIA can improve transparency and participation in rulemaking. It offers easy access to a central web portal where regulatory projects are posted with the RIAs. A single web portal for regulatory consultation improves access and public participation and is a useful tool for civil society groups to follow regulatory issues of interest to them.
e*RIA contains all the elements needed to make regulatory reform work:
- Embedded workflows to document the entire regulatory process and systematize how employees do their work and keep drafting on schedule.
- Online advice and guidance to improve the quality of RIA.
- Single database to store all RIAs and related documents safely and securely to facilitate transparency, consistency and accountability.
- Reporting capacities that monitor individual submissions and overall performance of ministries and agencies – thereby enhancing compliance.
- Internal web portal to manage and modify work.ows, edit documents, manage users, and make changes to forms and procedures.
- External web portal to allow regulators, industry and the public access to information about regulations in progress and to participate in the RIA process.
