The Jacobs and Associates team is composed of top-ranked, influential practitioners and researchers. Collectively, our five Directors bring to our client over 100 years of hands-on experience in regulatory reform, as well as authorship of numerous books and other publications that assess regulatory reforms and propose innovations. We also draw on an extensive network of sectoral and country experts, as needed, to provide a targeted and effective team suited to our clients’ needs.

We have hands-on experience in over 70 countries and sub-national governments, including:

  •  the world’s biggest economies, including the United States, Italy, Canada, Japan, South Korea, and the institutions of the European Union
  • economies undergoing rapid transitions to market-based policies, including Vietnam, China, Hungary, Korea, Bulgaria, and Mexico

Our Directors are:

Scott H. JacobsScott H. Jacobs, Managing Director, is among the leading international experts on regulatory reform, including tools such as regulatory impact analysis, design of market-oriented regulatory institutions, and innovative tools such as the Regulatory Guillotine™. He has advised governments of over 60 countries and many international institutions on regulatory reform strategies. He developed and directed the Program on Regulatory Reform in the Paris-based Organization for Economic Co-Operation and Development (OECD) from 1995 to 2001. At the OECD, he wrote the first international standard on regulatory quality, and led multi-disciplinary teams to review national regulatory practices, producing the most detailed studies of regulatory reform available today, with policy options for improving performance. His work in regulatory reform began in 1985 in the U.S. Office of Management and Budget in the Office of the President. He has written 20 books and many articles. He received his graduate degree from Princeton University in the United States. He lives in Washington, D.C.

News: We are pleased to announce that Dr. Jong Seok Kim, Jacobs and Associates Director, was named chairman of the influential Korea Economic Research Institute (KERI) in Seoul in March 2007. He will remain as our Director while in his new post.

News: We are pleased that Jacobs and Associates has added a new Senior Associate, Peter Bay Kirkegaard, to our team. Mr. Kirkegaard is an expert on the use of business burden assessment and the Standard Cost Model. He joins our other Associates: Tareq Touqan, based in Ramallah, Palestine, is working with us on regulatory reform in the USAID SABEQ project in Jordan. Prof. Junsok Yang, a highly experienced regulatory economist and government advisor on regulator reform, is working from our Seoul offices. Download their CVs below.

Cesar Cordova-NovionCesar Cordova-Novionwas, until 2004, the Deputy Head of the influential OECD Program on Regulatory Reform, where he worked with the 30 OECD countries in cutting-edge regulatory design. At the OECD, he coordinated and drafted many comparative studies on regulatory governance, administrative simplification, measuring red tape, and institutional design of sectoral regulators. He directed the OECD country review program, and was the main author on assessments of government capacities to produce high quality regulations. He managed cooperation programs between the OECD and APEC and South East European countries. Before joining the OECD, he served the Mexican Government as negotiator of the North American Free Trade Association (NAFTA) and as General Director of the Economic Deregulation Unit where he was responsible for major deregulation initiatives including the development of the Federal Registry of Formalities. His diploma is from the Icole Nationale d'Administration and a Ph.D. from the Icole des Hautes Itudes en Sciences Sociales, in Paris. He lives in Paris and works in Spanish, French, and English.

Jong Seok KimJong Seok Kim was named in March 2007 as the Chairman of the Korean Economic Research Institute (KERI). KERI is a leading Korean think tank on economic issues in Korea. Dr. Kim was previously Professor of economics at Hong Ik University in Seoul, Korea, specializing in economic regulation, industrial policy, competition policy, and public enterprise reform. His recent projects include advising Vietnam’s government on licensing reform (2006, ADB). Among the distinguished Korean government committees on which he has served, he was Chair of the Policy Evaluation Committee of the Korean Fair Trade Commission, and member of Korea’s Presidential Committee on Regulatory Reform, where he is currently serving. He has written extensively on regulation and economic policy in academic journals and news media. After receiving his Ph.D. in economics from Princeton University in regulation economics and industrial organisation, he taught economics at Dartmouth College, most recently in 2001 as a visiting professor. He served as a UNIDO consultant for development planning and industrialisation strategy for the Republic of Kenya between 1995 and 1997. Professor Kim lives in Seoul.

Jeff HillJeff Hill worked at the highest levels of regulatory reform for 25 years in the U.S. Office of Information and Regulatory Affairs in the Office of the President, where he worked to strengthen regulatory review and quality control. He chaired and represented the United Sates in Paris at meetings of the OECD Working Group on Regulatory Reform, and worked in the OECD on regulatory transparency. He has specialized in due process, transparency, reducing red tape, and improving the quality of information used by government agencies. He spoke on regulatory transparency at the 2003 Global Forum III on Fighting Corruption and Safeguarding Integrity. He was an adjunct professor of government at Georgetown University, and graduated from Harvard Law School.

Michael GriffinMichael Griffin specializes in regulatory development and public sector reform consulting. He spent four years as senior manager in Ireland’s Office of the Director of Telecommunications Regulation (ODTR) with responsibility for strategy development, market analysis, review of incumbents costing systems and organization capacity development. Since then he has worked with a variety of clients in the area of telecommunication regulatory reform throughout Europe and elsewhere. He is currently (2006-2007) assisting the Government of Kazakhstan as it develops a telecommunications regulatory framework. Prior to joining the ODTR, Mr. Griffin worked in Deloitte Management Consultants for 16 years and was director of the Operations Consulting Division with responsibility for services in Financial Management, Operations and Strategic Services and Public Sector consultancy.

Our Senior Associates include:

Peter Bay KirkegaardPeter Bay Kirkegaard, Senior Associate, is a leading expert in Europe on creating better regulations for businesses by building skills for better regulations, assessing and simplifying existing regulations and implementing e-government services. He is currently working with Jacobs and Associates on the Standard Cost Model. From 2001 to 2008 he worked for the Danish Ministry of Economic and Business Affairs, where he led the implementation of the Standard Cost Model (SCM) in Denmark. He has been instrumental in spreading its use across Europe, where most countries are currently using the SCM method to assess and reduce the costs of regulations on businesses. He co-authored the international Standard Cost Model manual, which is today the preferred guideline for governments conducting such measurements. Mr. Kirkegaard has been in charge of a wide range of government projects relating to better business regulation, including reforms to simplify regulations and regulatory processes, regulatory impact assessment (RIA) and ex-post analysis of the effects of regulation. He was responsible for the political and strategic plans to improve the Danish government’s e-government services for businesses through the government’s business portal (Virk.dk). Mr. Kirkegaard holds a Masters in Political Science from the University of Århus, Denmark. He lives in Copenhagen, Denmark.

Our Associates include:

Tareq TouqanTareq Touqan, an experienced attorney in Palestine and Jordan, is highly experienced in assessment and policy advice for legal and business environment policy reforms. He is currently (2007) working with Jacobs and Associates on regulatory reform in Jordan as part of the USAID SABEQ project. Mr. Touqan led the establishment of the WTO resource center at the Palestinian Ministry of the National Economy and is a member of the Technical Advisory Team in charge of WTO negotiations and requirements. He is coordinator for a public-private partnership to provide advice on policies for telecom reform and establishing the Independent Telecom Regulator in Palestine. He has worked as a legal researcher with the Palestinian Independent Commission for Citizens’ Rights, and at the Birzeit Law Institute as head of legislative drafting unit, and has represented the Quaker legal Aid Center as a lawyer. Mr. Touqan holds LLM Degrees in Economic Regulation and in Business Law from the University of London and Birzeit University. He is fluent in Arabic and English. He lives in Ramallah, Palestine.

Tareq TouqanJunsok Yang, Associate, is an economist specializing in regulatory reform, trade facilitation (regulatory reform in trade procedures) and other trade and industrial policy issues.  He has worked extensively with the Korean government on regulatory reform and market liberalization issues. He is currently on the faculty of Catholic University of Korea. As an associate consultant with Jacobs and Associates, he advises developing and in-transition countries on improving business environments.  Before joining Catholic University, he was a research fellow at the Korea Institute for International Economic Policy (KIEP) where he participated in the Korean government’s preparations for OECD’s review of regulatory reform in Korea (1999), Korea’s WTO Trade Policy Review (2000), and Korea’s Doha Development Agenda negotiations on trade facilitation, reviewing and recommending Korea’s position on these policy areas. He also worked on Asian regional regulatory reform and market liberalization issues. For APEC, he served as the expert reviewer for APEC IAP Peer Reviews of New Zealand (2003), Philippines (2005), and Chinese Taipei (Taiwan) (2007), where he reviewed and made recommendations on each economy’s trade and investment regimes, including its regulatory reform regime. Junsok Yang received his B.A in economics from Cornell University, and his M.A. and Ph.D in economics from Yale University.

Claudio M. Radaelli is a Professor of Public Policy, Department of European Studies at Bradford University, Bradford and is a Jean Monnet Fellow at the European University Institute in Florence. He wrote Regulatory Impact Analysis: Methodology and applications to the Italian case, and Regulatory Impact Analysis in Comparative Perspective (Soveria Mannelli, Rubbettino Editore, 2001). He was chief scientific advisor for implementation of RIA in the Italian government (2000-2001). He will co-direct the European University Institute forum on International Regulatory Cooperation and Competition during 2002-2003. Mr. Radaelli is a specialist in policy analysis, and is currently teaching course on RIA to Italian policy officials. He has taught courses in Policy Dynamics in the European Union and has been Director of the MA programme in the department of European Studies since 1998.


Ivy Broder is Dean of Academic Affairs and Professor of Economics at American University in Washington, DC. She was a Brooking's Economic Policy Fellow at the US Council on Wage and Price Stability, where she worked on environmental regulation, and was a Program Director for Economics at the National Science Foundation. She has published in academic journals such as the American Economic Review, Journal of Regulatory Economics, and Journal of the American Statistical Association, on regulation, labour economics and econometrics, and was a consultant to the OECD and several US Federal agencies and law firms.


Patrick Xavier is an economist and telecommunications expert based in Australia who has worked as a policy advisor within government administrations and prepared consultancy reports on regulatory reform (especially in the telecommunications sector) for many countries, including Vietnam, Laos PDR, Thailand, Pakistan, Hungary, Mexico, and the Czech Republic, and for international institutions such as the OECD and the United Nations.


Tae Yun Kim is professor and chair of the Department of Public Administration at the College of Social Science and the Graduate School of Public Administration at Hanyang University in Seoul. He was Director of the Research Center for Regulatory Reform at the Korea Institute of Public Administration. His areas of specialty include Regulatory Impact Analysis, Cost-Benefit Analysis, Policy Evaluation, and Procurement Policy. He has published extensively in journals such as the Korea Public Administration Journal, Korea Public Policy Journal, Korea Journal of Fire-Fighting, and the Korea Regulatory Studies.


Do Hoon Kim is a senior fellow and director of the Industrial Policy Division at the Korea Institute of Economics and Technology. He was a Counsellor to the Minister of Trade, Industry and Energy of the Korean government. He has worked in the OECD's Trade Directorate, where he took part in the OECD's country reviews on regulatory reform. His areas of specialty include international trade, industrial policy, and regulation.
