Jacobs and Associates is a world leader in the diagnosis against good international practices of the strengths and weaknesses of regulatory policies and practices. We identify regulatory bottlenecks to development, and priorities for government action. Our approach is adapted from the review framework that we helped develop for the OECD and have refined for developed countries. Using benchmarks of good regulatory practice, we have reviewed national regulatory practices in G7, developed and developing countries in Europe, Africa, Asia, Middle East and Latin America. Our reviews range from broad assessments of regulatory impediments to private sector development to specialized issues such as licensing practices.
Over 20 years, our team helped design and refine most of the regulatory reform tools used as good practice today. We have designed, implemented, and evaluated short- to medium-term regulatory reforms in over 75 countries. We tailor packages of solutions to country context and development needs. To boost growth, we assist countries converge with international norms of good regulation and market institutions. We have developed innovative new solutions, such as the national regulatory simplification strategy called the Regulatory Guillotine™, to help countries reform faster at lower cost.
The Jacobs and Associates team is among the world’s most experienced teams in getting results on the ground. Our Directors have, together, over a century of experience designing and implementing some of the world’s most successful reforms from Mexico to Korea to the United States. We design action plans, assess financing needs, write laws, build institutions, and work with government teams on the ground throughout implementation. We have assisted dozens of countries in writing regulatory reform strategies and implementing laws, creating reform units to promote change, setting up regulatory impact analysis (RIA) programs and consulting with stakeholders.
