In 2010, we offer a one-week RIA training course jointly with the with the LUISS Guido Carli University and the LUISS School of Government and The Center for European Policy Studies (CEPS), open for worldwide participation. This practical, hands-on course, Applied Regulatory Impact Analysis (RIA), focuses on the principles, procedures, and methods of RIA. Scott JacobsWe offer a menu of off-site and on-site training courses on RIA expressly designed for civil servants and others, such as business associations, who want to understand how to use RIA to improve the performance of government regulation. The training courses are built on our 40 years of experience in carrying out RIA, advising governments on RIA, building RIA capacities in national and regional governments, carrying out international comparative research on good RIA, and providing RIA training to hundreds of civil servants around the world. Our training team includes the leaders of the same team that developed the OECD recommendations and best RIA practices that continue to be used as international benchmarks in this field.


Training Courses

The courses, covering the concepts, methods, and practices of RIA, are available on-site in the client's preferred location. The courses are based on case studies of the strengths and weaknesses of actual RIAs from countries of interest to the client. The courses assist the government in developing the human skills and institutions needed to design, oversee, and implement a RIA program, at whatever level and mix of skills is needed. 

COURSE 1. Two-day RIA course for 30-100 participants . The two-day training course for civil servants details the principles, concepts, and practices of RIA, using examples and mini-cases from around the world. This is our most popular course. This course is intended to build capacities to use IA knowledgeably, to recognize the situations in which IA is useful, to design an IA process for the ministries and local governmental agencies, and to use IAs prepared by experts. Participants in this course will be able to supervise preparation of IAs, will be able to use IA in making policy decisions and advising top level officials, and will be able judge the quality of the RIA prepared by experts in their ministries and local government agencies.

COURSE 2. Four-hour RIA course for high-level officials . Our 4-hour executive course to enable high-level officials to judge if their ministry or agency is using RIA optimally to improve performance.  

COURSE 3. One-week RIA course for 30 (up to 40) civil servants . The one-week training course for civil servants is designed for policy officials who routinely assess the quality of the RIA, interpret RIA, and advise their ministers on policy. Using RIA case studies with hands-on work by the participants, it presents the concepts, principles, practices, and limitations of good regulation and RIA, and shows how to identify and correct bad RIA. Participants will be able to design simple RIAs, supervise their implementation, and critique the quality of RIAs.

COURSE 4. Two-week RIA course on methods for analysts . The t wo-week hands-on course is designed for analysts who actually design and carry out RIA studies. This course presents detailed technical methods of data collection, choice and design of methods, valuing intangibles, establishing baselines, choosing alternative instruments, time preferences, risk assessment, and clear communication of results.
