Cesar Cordova presented this paper at a FIAS, IDRC and CIES workshop in Lima on in May 2007 (see http://cies.org.pe/business-facilitation). It reviews: 1) various methods for evaluating the impact of regulation on firms, and 2) mechanisms for evaluating government regulatory reform initiatives.

The Danish Business Test Panel: a good consultation practice |
Involving stakeholders in improving government regulation is at the core of modern regulatory practice. As part of the Jacobs and Associates' work on improving consultation practices, Cesar Cordova and Peter Bay Kirkegaard examined the use of the business test panel in Denmark, and find that panels are “a very cost effective way” to consult stakeholders.

Scott Jacobs delivered his paper, “How Broad-based Reforms Succeed in Changing the Business Environment: The Strategic Use of Drivers of Change” at the Asia Consultative Donor Conference in Bangkok, 28 November – 1 December 2006. In this paper. Mr. Jacobs draws on case studies of broad reforms in three countries to show how reformers can use a changing mix of drivers through an unfolding sequence of events, like a series of dancers in a waltz, to sustain and expand business environment reforms.

| Current Trends in Regulatory Impact Analysis |
RIA is evolving quickly as it is mainstreamed into policy processes around
the world. In this report, Scott Jacobs examines current trends in the
process and methods of RIA by the top RIA performers in the world. The
particular contribution of this report is that it assesses the most recent
trends (2002-2006) in many of the most advanced countries, and identifies
lessons for governments who wish to be at the forefront of good regulatory
practices.

Scott Jacobs presented his assessment of the Regulatory Guillotine in 7 countries at an International Conference on "Reforming the Business Environment: From assessing problems to measuring results" in Cairo, 28 Nov - 1 Dec 2005. His paper, which can be downloaded here, provides the first evaluation of how the guillotine was used in 2005 in Moldova, Ukraine, and Kenya to launch bold and top-down reforms to the existing stock of regulations, and to lay the foundations for continued, sustainable improvement in how governments regulate.
